Expected behavior with context sensitive toolbars.

You can Unlock toolbar position, and move the Image toolbar. Docking it to the
bottom or side, or even allow it to "float".

Alternatively, shift to use one of the Notebook Bar modes from main menu: View
-> User Interface... dialog.
