Based on comment on other related bug I've installed VC redistributable 2019
(VC_redist.x64).
After I've seen your comment here, I've disabled Avast during installation.

Now, I've LibreOffice 7.2 installed and working on my PC.


I hope you will find a way to warn on VC redistributable install during LO own
install process and you can also warn about some antivirus preventing correct
installation.
