I'm going to close this bug report (seeing as I opened it).

Currently, only 10.14, 10.15 and 11 are considered "supported" by Apple and
receiving service and security updates.

There are other, similar issues affecting the recognition of the currently
available JDKs depending on source and version with current macOS releases.

Those issues should probably be reported in a different bug report (if not
already done).
