Such bug reports have been raised and may be related.
It’s even more likely if your PC’s graphics card is made by AMD.
Bug 144434 8 - LibreOffice 7.1.6.2 fails to start if Skia is enabled.

Perhaps it has already been resolved in the development version 7.1.7, but
there are a limited number of users that can be tested and there is a lack of
information.
If possible, please cooperate in testing and reporting.

I myself have experienced and heard that changing Skia settings does not work
well in safe mode.
In such a case, the following procedure may be used, so I will introduce it.

    Uninstall 7.1.6
    Install 7.1.5
    Disabling Skia in Options >> LO >> View >> Graphics Output
    Install 7.1.6
