On second thought, I'm going to explicitly state that this is not a bug. There
is no clear evidence that the current implementation is wrong, and changing it
would break existing documents - which definitely would be wrong.

MS formats do not have such a concept of a table property to keep with next -
so we can't look in that direction for clarity either.
