I have find in the source you have mentioned:

The fo:keep-with-next attribute is usable with the following elements:
<style:paragraph-properties> 17.6 and <style:table-properties> 17.15.

The values of the fo:keep-with-next attribute are auto or always.

So, the table properties could have auto or always to keep-with-next.
