Would it not be better to adjust the in-built footnote/endnote style, or create
one or more footnote/endnote styles to meet the specific user requirements?

Maybe the OP is not referring to Writer "Styles", but seeking to introduce
another dialog for "Direct Formatting" of footnotes/endnotes.
