Absolutely, we should list the function in the context menu (the main menu has
it under Table).

It's .uno:InsertFormula required in table.xml. But "Text Formula" is not a
speaking name to me and I suggest "Edit Formula" here. The function does not
distinguish between Insert and Edit, it just shows the formula bar initialized
with or without content.
