Ideally it should link to help of the module you are in, just like how if help
is installed, it auto select the module in the drop down so you get module
specific help ( <a href="https://help.libreoffice.org/Writer/Welcome_to_the_Writer_Help">https://help.libreoffice.org/Writer/Welcome_to_the_Writer_Help</a>
). The links could be hardcoded worse case scenario as they never change. :D
