So we need to find out, what is different in your environment. Do you have any customized steps in the installation process? Do you make a simple local installation or are server and network involved? Had the computers, which work, a different version of LibreOffice installed before you have switched to version 5.3.3? Do you have enabled "experimental features" and tried to use the notebookbar? There exists a new command .uno:Menubar to switch the menubar on and off. You can add it to the standard toolbar. The usual behavior is, that on restart of LibreOffice the menubar is always "on".
