On a multi-users PC when LO is install, the administrator ought to have the
right that to enforce some options to ALL non administrator users.

I presume it might be more difficult with portable version.

In particular:
options>memory
Options>Security
Options>update
Options>OpenCL

I see, that it might be an issue with for some users for instance
options>Advance "disabling Java" by default for all users, but only accept for
one user who needs it.
