        <pre>Solved for me by installing MS Visual C++ 2013 x64 runtime.

If there is a bug here, it may be that LIBO failed to emit a reasonably
descriptive error message regarding a missing VC++ dependency.

Should LIBO x64 be expected to install the x64 VC++ runtime library if it is
missing? If so, then it was failing to do so and perhaps that's the problem.</pre>
