Looks like inherited from OO. Both Writer and Calc.

Partial workaround (from <a class="bz_bug_link 
          bz_status_NEW "
   title="NEW - Option to reverse series order for stacked area/column charts"
   href="show_bug.cgi?id=75475">Bug 75475</a>): 
edit chart, open X-axis, tab Scale, reverse direction.
However, this puts the x-axis at the top of the chart.</pre>
