I'm afraid you misunderstood both comments. This isn't "lack of work" - comment
39 outlined the necessary discussion involved in revising the spec (which I
already stated was the blocking factor), and <a href="show_bug.cgi?id=35694#c41">comment 41</a> was suggesting an
*alternative* change. As far as fixing *this* behavior, my fix was indeed
complete. The adjusted behavior was rejected because the original offset
behavior as described in the bug report was in the spec.</pre>
