First of all I will explain why the second proposal.
I'm working with an spreadsheet with extensive pages and charts in different
places. I create charts beside the corresponding table and give them the
appropriate look and size.
But if I change the width of a column that passes through "behind" of an
anchored chart situated many rows below (and then at that time I do not see on
the screen), then the chart size will be changed, which for me (and I suppose
for other people) is undesirable and annoying.
I recognize only one situation where the resizing of an object is useful. It is
the case of an anchored arrow between two cells. But I never used it.
Since making two anchor modes could be inconvenient, I make a NEW proposal (to
replace my second one).
Add within the Options:
[ ] Do not modify the size of the anchored objects if it is not explicitly
made.
Alternatively, as a new button in the toolbar of the main window.
