Taking headers and copying them after bullets converts the header to a bullet

Steps to Reproduce:
1. create a header1 followed by a bulleted line, followed by several normal
blank lines
2. copy the header line and the bulleted line, selecting up to (but not
including) the EOL of the bulleted line
3. paste it a few lines further down.

Actual Results:  
The header line is now a bulleted header

Expected Results:
The header line should be a normal header

Also: copying the EOL of the bulleted line and then pasting makes it work
normally.
I reported another bullet-EOL-related bug in
