For example, if the selected navigate by element is 'Page' the tool tips will be 'Previous Page' and 'Next Page'. Sorry, I am uncertain what 'works across multiple windows' means. I also made a small change so the previous and next controls can be placed in any customizable toolbar. The dropdown can as well. The recent commit says cannot merge.
