I tried this with a sample Paypal account activity export and I'm afraid I don't encounter the problem you are seeing - the date strings are imported correctly without an additional apostrophe, and show up as dates in the Format dialog. As for your link, thanks, but clicking on it informs me that it requires Flash, which I avoid installing for various security reasons.
