I understand what you say and I really don't know how this feature works
internally, however, it is different from what you see in other applications.
For example, in MS Office and WPS Office the page header to add a watermark is
completely invisible to the user and therefore a) doesn't modify the size of
the page margin and b) the user can insert/remove headers/footers without
deleting the watermark.
I see as a problem that the user can edit visible elements with unexpected
results, in addition to importing an OOXML document with a watermark to
LibreOffice changes the layout of the same one when adding new elements
(header/footer) modifying the margins, etc.</pre>
