As required, this report reopens a previous bug (91070, closed as RESOLVED
NOTABUG).
I've attached a new sample (CALCnewsampletest.ods), extremely simplified and
"crystal clearly" and a new screenshot (CALCnewshot.JPG).

> I see a conditional format with if value is between -12 and +12 and that seems
to work just fine"
Sorry, but the condition is "NOT between -12 and +12"!
I personally had already bypassed the problem, you can also scratch this
report, but the problem is obvious and it does not seem right to close the
issue with a "RESOLVED NOTABUG" sentence (do you know Ponzio Pilato?).
In my opinion: 1st) it is not resolved, 2nd) if it is not a bug, what is it?
Greetings.
