No this bug was fixed-- <a href="show_bug.cgi?id=107166#c57">comment 57</a> <a href="show_bug.cgi?id=107166#c80">comment 80</a> and pushed to 5.4.0.3
builds--supporting the vast majority of Windows OS user configurations.
And for folks in the corner case stuck with crappy Windows 10 AMD drivers on
laptop hardware, identifying a functional driver combo is up to you.
Post up your dxdiag.exe results (system & display), we'll have a record at
least.</pre>
