<pre>This workaround was possible, because the ODF specification already allows
this.
The needed attribute draw:background-size for a true fix is only available for
a page in Draw or Impress and a solution has to cover a proposal for a change
of the ODF specification as well.
So yes please write an enhancement request and explain there, why the
workaround is not sufficient. A rework of page styles in Writer is needed
anyway, because of <a class="bz_bug_link
bz_status_ASSIGNED "
title="ASSIGNED - new documents fail ODF validation with Error: unexpected attribute "draw:fill""
href="show_bug.cgi?id=103602">bug 103602</a>, so we can add a remark there, to consider this
enhancement request too.</pre>
