Because a header is added when inserting a watermark, the space of the text body decreases slightly, but it can have consequences in the design layout. I think that by default LO should insert headers/footers in the margins, however, allowing the user to choose to insert the headers/footers in the margins or as part of the text body would give more control of the document layout.
