<pre>I was experiencing this same problem. Changing Windows scaling or per-app
scaling did not have any effect. I was able to fix it by turning off Open GL in
the settings as suggested in <a class="bz_bug_link
bz_status_NEW "
title="NEW - Menu bar (File, Edit, View,...) missing on all LibreOffice Product Family with OpenGL on Intel(R) HD Graphics in Windows"
href="show_bug.cgi?id=107764">Bug 107764</a>. I believe this is a duplicate of that
bug.</pre>
