I did as you asked and it's no better. I checked in Control Panel and the
Visual C++ 2015 runtime is NOT there. Does the installer grab it from the
internet because I have internet access disabled for security reasons?

Revo is a free program that usually does a better job of uninstalling than most
built-in uninstallers. You are right to say it's not needed but I have used it
for years without issue. You are also right when you say about not needing to
remove the old version. However, it IS necessary to do that with Linux so I
usually do it that way as a matter of course.
