I uninstalled OpenOffice because of this and similar problems, hoping LibreOffice would have used some common sense resolutions, but clearly not. After years of having to use OpenOffice to open dbf files for QuantumGIS, and always getting the same stupid prompt for every file I have to open, I have never once had to do anything other than simply hit the enter button.
