I just discovered, that you _can_ move it outside the limit by rotating it
around a pivot that is not in the center of the object.
It is neither very elegant nor very user friendly, but it works as long as the
pivot point and one of the handles are inside the limit (one page width
horizontally - 0.5 page width vertically). So you cannot move it an arbitrary
distance.
But it should really not be this hard to simply move an object further away
from the page center - especially since the file format seems to support it
with no problems.
If you feel it is not a bug, I encourage you try building the "Workaround by
rotating.odp" without rotating. "Workaround by rotating2.odp" is even harder to
build. Here the circle is even further away.
