The files seem to be correct. So check the installation and configuration.
1. Check the place of the help files: Goto the installation folder and verify,
that there is a subfolder "help" on the same level as "share" and "program".
The subfolder with your language should be inside "help".
2. Check the UI language: Goto menu Tools > Options > Language Settings >
Languages. In section "Language Of" the drop-down "User interface:" should show
the item "English (UK)". The UI must correspond to the help. If you have UI
"English (USA)" you cannot use a "en-GB" help. It might be, that you have not
installed the "English (UK)" UI. You can add it via Windows Control Panel >
Programs > Programs and Features. Right-click LibreOffice > Change.
Please check and report back.
