I think we all agree that the user can only activate OpenCL if deemed save in
the current hw environment.
But we are still missing a small error popup in case the user activates the
OpenCL check box, LibO checks whether activating OpenCL would be "safe" and
decides to leave OpenCL de-activated. The user should be notified why he cannot
activate OpenCL on his machine.</pre>
