The paste options are disabled. The copied data can even be from another document or spreadsheet - not necessarily an external application. It only affects a particular document - I can paste the content of the clipboard into a new document or other open documents. Closing and opening the document doesn't seem to help. Selecting File->Reload resolves the problem.
