It used to be possible to open an existing file at the opening screen with the
shortcut, Ctrl-O. This can still be done anywhere in the program, including the
screen which appears after closing all of the currently open LO files). When
first opening the program, however, the only way to open a file is with the
mouse.

I'm not sure at what version this began to happen.

Steps to Reproduce:
1. Open Libreoffice
2. Press Ctrl-O to open a file
3. 

Actual Results:  
Nothing happens

Expected Results:
A dialog box should open allowing one to browse to the desired file
