This behavior is not present in Calc. It would appear that the user interface is in /core/cui/uiconfig/ui/hyperlinkdocpage.ui. That same interface is used in both Writer and Calc. I think that <a href="https://opengrok.libreoffice.org/xref/core/sc/source/ui/vba/vbahyperlinks.cxx">https://opengrok.libreoffice.org/xref/core/sc/source/ui/vba/vbahyperlinks.cxx</a> may be the file to edit.
