I suspected that you are using Win7 without SP1, which is required to the redist to install (and which is why SP1 is the minimal supported version, as mentioned at <a href="https://www.libreoffice.org/get-help/system-requirements/">https://www.libreoffice.org/get-help/system-requirements/</a>). But as you say that SP1 is installed, this is not the case here. I would be glad to understand what's wrong here to try and fix this.
