It has two solutions: as mentioned in <a class="bz_bug_link
bz_status_RESOLVED bz_closed"
title="RESOLVED DUPLICATE - Comments field does move relative to window freeze - comments are hidden."
href="show_bug.cgi?id=56619">bug 56619</a>: "I would have expected the
comment field be be 'dynamic' relative to cell A, and remain 'On top',
regardless of where the 'rest of the sheet cells are' underneath."
or as in excel:
when I insert comment in row A, screen scrolling here and I can see the
comment.</pre>
