Notice that export / save-as of the sample document (<span class=""><a href="http://bugs.documentfoundation.org/attachment.cgi?id=141508" name="attach_141508" title="Sample DOCX (created in Word)">attachment 141508</a> <a href="http://bugs.documentfoundation.org/attachment.cgi?id=141508&action=edit" title="Sample DOCX (created in Word)">[details]</a></span>) from
OOXML -> ODF using Word 2016 eliminates the tblOverlap. So, Microsoft does not
handle it with their ODF filters, we don't either--is it even possible? Don't
think ODF can.</pre>
