Instead of inserting the svg document as it is, the document gets cropped to
the content (elements) of the document.
In case the svg does have blank space around the elements, it get's cropped.
This is a problem, because if it's intended use is a bg image and the ratio is
not prserved (because of cropping) I cannot reestablish the right ratio ad
position according tot the design.

Steps to Reproduce:
1. Create a SVG document with blank space around it's elements
2. Insert > Image > insert svg...

Actual Results:  
Cropped svg

Expected Results:
Uncropped svg, respecting the viewBox, see svg tag in additional info


Reproducible: Always
