<pre>This is not "true" for all NB implementations. eg. for tabbed NB the sidebar
can be activated by the user (in the view tab) but is hide by default.
I would prefer to have two buttons one for activate the sidebar and one for
activate menubar. So no nead for a codework from my point of view.
Menubar should be on when you switch first time the toolbar layout.</pre>
