Yes. I also tried with LO 5.4.6 and I couldn't reproduce it.

No, I don't think so, because you can choose Format => Lists => Restart
Numbering or you use the context menu for that.
Perhaps you should reset your Libreoffice profile (
<a href="https://wiki.documentfoundation.org/UserProfile">https://wiki.documentfoundation.org/UserProfile</a> ) and re-test.</pre>
