Because I hadn't seen comments on this bug for a while, I assumed it was about another, more recent issue I had with Impress. To answer your question, yes, the problem does persist in any Writer document in safe mode. When I pull up the keyboard customization, there is nothing assigned to Ctrl-Shift-O.
