<pre>I think, the problem is more general:
1. Open attachment from <a href="show_bug.cgi?id=119839#c3">comment 3</a>
2. Mark filed "23.1" => Edit fields in context menu
3. Try to change Format or Level of numbering => no update of the field
Same result, if you use the menu (Format => Edit => Fields)
