I noted that this feature could be implemented in ODF, see <a class="bz_bug_link bz_status_NEW " title="NEW - Setting to prevent overlap of frames, tables etc." href="show_bug.cgi?id=117132">bug 117132</a>. Until then, perhaps the current behavior of letting tables/frames overlap should be disabled, at least when it comes to Office cimpatibility.
