For me this is a "works for me", because I opened the attachment <a href="https://bugs.documentfoundation.org/attachment.cgi?id=144992">https://bugs.documentfoundation.org/attachment.cgi?id=144992</a> in Word 2013 and copied the image to the clipboard, pasting into a new LO Writer Version: 6.1.1.2 (x64) document as either a straight Ctrl + V or 'Paste Special' as CGI & BMP I get an identical image. Repeated the test with Word 2010 & 2016 with the same result. My tests were done on Win 7 Ult (x64) & Win 10 (x64) Sorry this doesn't help your case, but this seems to be a local issue and NAB.
