Hyperlinks to IDN websites are broken
Steps to Reproduce:
1. insert a hyperlink to a website of your choice that contains non-ASCII
characters (Internationalized domain name, IDN)
2. try to Ctrl+click on the link to get to the website
result: LO issues an error of a missing file despite the link is no file link
but a weblink. The bug is definitively that LO doesn't handle the non-ASCII
character not correctly in the URL field. See also the attached simple example
file.
IDNs are already widely supported thus LO should support them too because they
become more and more popular.
