<pre>I have investigated further, and my findings are as follows:
Siduction (Debian):
LO1:6.1.3-2, pop-up help works fine if libreoffice-gkt2 package is installed,
and libreoffice-gtk3 package is removed.
LO1:6.1.3-2, pop-up help does not work if libreoffice-gkt3 package is
installed, and libreoffice-gtk2 package is removed.
LO1:6.1.3-2, pop-up help does not work if libreoffice-gkt2 and libreoffice-gtk3
packages are installed.
LO1:6.2.0.0, pop-up help does not work with either Libreoffice-gt2, or
Libreoffice-gt3, or both.
Antergos (Arch):
I did not find any package libreoffice-gtkx in Arch repositories, and could not
remove gtk3 package, as several other apps depend on it. Therefore,
LO6.1.3-2 and LO6.2 both do not show pop-up help messages.</pre>
