Can not reproduce problem with Export to PDF on Windows 10 Pro 64-bit en-US
(1803) with Version: 6.3.0.0.alpha0+ (x64)

With new Text document created in Writer (as the attached NEEDINFO response)
the Export As PDF selection with PDF Options panel completed with reasonable
choices results in a correctly readable PDF document.
Likewise a new Drawing document created in Draw, using the Export -> Save as
PDF selection with PDF Options panel completed results in a correctly readable
PDF document.</pre>
