Indeed, in part "To access this command" the hints are not specific enough. The
dialog is only available, if there is something, that has an area fill or a
background.
For Calc this can be a cell ("Choose Format - Cells - Background"), for Writer
this can be the page ("Choose Format - Page - Area") or a paragraph ("Choose
Format - Paragraph - Area"). Or it can be a selected shape ("Context menu -
Area").</pre>
