Can repro with the new kde5 backend. Activate View - Toolbars - Text formatting. Drag it under the Standard toolbar. Activate View - Toolbars - Line and filling. Drag it to the bottom. Now focusing back and forth to the text in a text box and shape selection, the Text formatting and Line and filling toolbars appear depending on your focus. The Line and filling toolbar is clearly higher than Text formatting.
