And that is not the "Navigation Toolbar" feature this issue is about. That is
the "mode selector" for the modal Navigator deck of the Sidebar.
Issue here is the pop-up behavior of the incomplete multi-mode Navigation stack
of the toolbar, nothing to do with the Navigator deck (ex dialog).
They happen to be similarly named, but completely different function and code.</pre>
