Confirmed here with libreoffice 6.1 downloaded from the libreoffice website and
running libreoffice from the KDE Menu. However, if I run libreoffice from the
command line then dead keys will work.
I have retrieved the environement variables from /proc/$pid/environement of
each process and pasted them here (after doing a sort to ease comparison with

What caught my attention was the difference in the language variables LC_ALL,
LANGUAGE and LANG. Values like en_DZ.UTF-8 seemed false (I presume this should
read "algerian english", which doesn't make sense ?)
What I did is fix the langauge strings in .kde/env/setlocale.sh and restart my
KDE session. Dead keys work again in libreoffice.
