0:13, 0:26, 0,33, 0:49, and 0:52. I only went from 0:01 to 1:00

Using the format with the * I did:
row 1 0:01
row 2 =sum(h1+"0:01")
Then copied it down to 1:00. it repeated 0:12 (row 12 and row 13)got errors
this was also.
It happens on any spread sheet in any location in a spread sheet, and on three
different computers.
I saved a copy if the table I made as an HTML and posted it to:

My main computer is running Win 10 build 17763.348
Laptop is running win 10 build 17763.316
Third system win 10 build 17134.619
Steps to Reproduce:
1.Just type in any of the following times, 0:13, 0:26, 0,33, 0:49, and 0:52.
